Project Overview:

Throughout global development history, leading innovative countries have demonstrated the necessity of achieving coordination between technology innovation systems and talent governance systems to enhance overall effectiveness. At this pivotal moment in China’s journey toward becoming a technology powerhouse, the country faces intense competition and potential blockades from the “first group of innovation leaders,” comprising the United States, Europe, Japan, and South Korea. Concurrently, emerging economies like India are rapidly catching up, posing direct competition.

This project seeks to explore the collaborative logic, strategic models, phased approaches, and driving mechanisms of innovation and talent governance systems in key global countries. By learning from global best practices, the study aims to identify a unique path for China under a tailored national strategy. The goal is to maximize the effectiveness of technological and talent governance systems, transitioning China from a follower to a leader in innovation. This will help achieve technological self-reliance, making China a global hub for talent and innovation.

Chief Expert Profile:

Professor Liu Songbo is a faculty member at the School of Labor and Human Resources, Renmin University of China, and a doctoral advisor.
